On Feb. 15, 2024, the North Carolina Department of Health and Human Services (DHHS) issued a memorandum to Prepaid Health Plans (PHPs) regarding Electronic Visit Verification requirements. In accordance with state guidance, PHPs serving Medicaid beneficiaries are to return Electronic Visit Verification (EVV) to a “soft launch” period for dates of service on and after Oct. 1, 2023. The end date for the soft launch is yet to be determined.
This EVV update affects only home health services delivered in the managed care system and isn’t applicable to personal care services, which went live on Nov. 1, 2021.
The EVV soft launch allows providers time to set up and test their EVV process with their EVV vendor of choice. While providers are encouraged to submit visits directly through the EVV system during the soft launch, they can submit claims directly to UnitedHealthcare and receive payment for claims, with the message “EVV data not included.”
If you have home health care claims for dates of service from Oct. 1, 2023, to Jan. 31, 2024, that have not been processed and paid, please submit them to us as soon as possible for reimbursement. To avoid claims denials due to missing or incorrect information, include all information needed for us to process the UB04 claim.
You can submit claims through the UnitedHealthcare Provider Portal:

Many of our home health providers have successfully implemented EVV. Please continue to submit claims via the EVV processes through HHAeXchange or your chosen vendor(s). We’re committed to supporting you during this EVV implementation, from vendor setup through claims payment.
