Update on Electronic Visit Verification (EVV)


Consistent with previous guidance, as of April 1, 2024, all providers will be required to capture their visits in the Netsmart Electronic Visit Verification (EVV) system.

Nebraska DHHS is extending the requirement that claim submissions must also be submitted through the Netsmart EVV system to May 1, 2024. This is to allow all providers additional time to complete the implementation of their technical solutions.

The 21st Century Cures Act was signed on December 13, 2016.  Section 12006(a) of the 21st Century Cures Act mandates that States implement EVV for all Medicaid personal care services (PCS) and home health services (HHCS) that require an in-home visit by a provider.

Nebraska Medicaid implemented EVV for personal care services on January 1, 2021.  Nebraska Medicaid is required to begin a phased implementation of an (EVV) system for home health providers on January 1, 2024.

EVV uses technology to collect the six data points identified in the 21st Century Cures Act:

  1.   Service Type
  2.   Individual Receiving the Service
  3.   Date of Service
  4.   Location of Service Delivery
  5.   Individual Providing the Service
  6.   Begin and End Time of Service

The Timeline for EVV implementation is as follows:

  • The system will be live January 1, 2024, for select providers.
  • Registration for the new EVV system will begin on December 18, 2023, for those providers that have agreed to the first wave.
  • All providers will be required to submit home health care visits effective April 1, 2024
  • All providers need to be registered by March 15th, 2024.

All MCOs will be using Netsmart’s EVV platform for EVV visit release.

Providers billing for services in a member’s place of residence must use the Netsmart EVV system or a vendor certified by Netsmart.
